CONTAINER SERVICE CHARGE (CSC), Europe:

CSC will be assessed at $250 per container. Where applicable, this charge will be applied against all North American import and European export containers moving via ACL's European base ports and out ports.

CONTAINER SERVICE CHARGE (CSC), Europe Reefer Containers:

CSC Service Charge for reefer containers will be applicable at all European ports and at a level of $325. This increase is necessary to offset increased operating and handling costs at our European terminals. For full details, please see our Tariff ACLU-068.

GENSET FEE, Merchant Haulage:

In the United States or Europe, under merchant haulage, reefers requiring a genset, will be assessed a fee of $150. For full details, please see our Tariff ACLU-068.

IMPORT LO/LO CHARGE - United Kingdom:

ACL's Lo/Lo charge will be increased to GBP 65 per container. This surcharge will be applied on import loads from the ports of Halifax, Canada and all United States ports.

HEAVY GOOD VEHICLE DIRECT VISION REGULATIONS SURCHARGE-Greater London:

All direct and indirect costs associated with Greater London’s Direct Vision-HGVS regulations, scheduled for implementation March 1st    2021,  or at any future point, will be for the account of the cargo. This is applicable to through rates as well as multifactor rates. Pursuant to this initiative, with reasonable notice, the shipper may choose to not accept the carrier’s revised rates, or additional charges, and where applicable, dispense with the carrier’s haulage services.

Effective March 20, 2021, a surcharge of 50 GBP will be assessed on all single factor and multi factor through rates filed in confidential service contracts. Single factor rates filed in the rate tariffs (ACLU-070, 073.) This surcharge is only applicable on the inlands effected by the Greater London Direct Vision HGVS Regulations.

OTHER:

EQUIPMENT REPOSITIONING CHARGE, Westbound Only:

Due to an ongoing shortage of equipment in Europe for export cargo the Carrier is implementing an Empty Repositioning Surcharge. The charge is not applicable on shipper owned containers (SOC):

Unless otherwise specified elsewhere, effective March 1, 2021, the below fee will be assessed on every bill of lading issued for cargo moving from North American Ports to European ports and cargo moving between U.S. Atlantic Ports and Canadian Ports:

TANK ENDORSED DRIVER CONTAINER:

In the United States, any container which contains liquids totaling or exceeding 1,000 gallons, or that carry multiple tanks of 119 gallons or more, that exceed 1,000 gallons, require the use of a Tank Endorsed Driver and will be subject to a surcharge of $200.00 per shipment.

FREE TIME & DEMURRAGE - North American Imports (U.S., Canada & U.S. Midwest ) into the United Kingdom:

ACL will be harmonizing Free Time and Demurrage conditions for all North American imports arriving at the ports of Liverpool. This restructuring most significantly impacts shipments from Halifax, free time windows and billing will be aligned with the more restrictive U.S. term under the new standards:

  • All dry van equipment and shipper owned tanks will be restricted to 3 free days (business) on the terminal. Thereafter 20' units will be assessed a per diem rate of GBP 25.00 and 40' units GBP 40.00.
  • Free time for all Reefer Containers will be now be restricted to 2 days (business) thereafter a flat demurrage charge of GBP100.00 will be assessed.

DETENTION - At U.S. Rail Ramps:

In conjunction with U.S. Rail Carriers, ACL's rail detention charge will be assessed at $25.00 per container per day. In addition to the rail detention the Carrier will also bill an Admin Fee of $75.00 per bill of lading for charges totaling less than $125. And $125.00 for charges Totaling over $125.00.  The free time will be as follows:

CANADIAN RAIL - Updating of Shipment Details:

ACL routinely invoices correction fees to parties needing to modify their shipment details for cargo moving via rail through the port of Halifax, NS, Canada, Minor changes, such as weight, piece counts, and plan numbers will be assessed at USD 100.00 per update. More notable charges to the paperwork, such as updates relating to name changes, addition of consignees and route changes, will attract a higher fee of USD 185.00. Cancellation of rail service will be invoiced at USD 250.00 . The above fees recoup the direct charges billed to the Carrier from the railroad, and offset internal administrative costs involved in coordinating these updates on a timely basis.

U.S. - West Africa (BAF):

ACL's BAF for the West African Direct Service and West African Transshipment service: $345 per 20ft and $690 per 40ft.

BARGE TERMINAL CONGESTION SURCHARGE:

The Barge Terminal Congestion Surcharge is applicable to import and export cargo on all cargo moving on Carriers multi-factor through bill of ladings via Barge, Barge/Truck, Truck/Barge service through the ports of Antwerp & Rotterdam:

  • $30.00 USD Per Container

CONGESTION SURCHARGE:

All cargo moving on a Carriers Haulage basis over the Chicago, Il ramp to/from East Coast ports of North America will be subject to a congestion surcharge of $0 per container. Carriers Haulage moves that begin or end at the Chicago ramp will not be subject to the surcharge.

All cargo moving on a Carriers Haulage basis over the Detroit ramp to/from East Coast ports of North America will be subject to a congestion surcharge of $0 Per container. Carriers Haulage moves that begin or end at the Detroit ramp will not be subject to the surcharge.

All cargo moving on a Carriers Haulage basis over the St. Paul ramp to/from the door will be subject to a congestion surcharge of $150.00 per container. Carrier Haulage moves that begin or end at the St. Paul ramp will not be subject to the surcharge.

WESTBOUND SECURITY FEE

Atlantic Container Line is required to perform multiple filings on behalf of a shipper to the USC or CBSA, the below level will be assessed. The amount will also be invoiced for filing the Master Bill in addition to the associated splits and NVO house bills.

PENALTY & ADMIN CHARGE - for Placarding Hazardous Shipments:

ACL is required to correct hazardous placards/stencils on behalf of the Shipper, a Penalty and Administration Charge of $300 will be applied. The aforementioned charge will be assessed in addition to all third party costs.

PENALTY & ADMIN CHARGE - for Misdeclared Hazardous Shipments:

Shipper shall further be assessed a $250.00 per shipment/per incident penalty for failure to properly offer and/or correctly declare hazardous materials/dangerous goods if such shipments load to a vessel prior to discovery and notification to the Carrier of the material or Emergency Response Information.

The above penalty fee applies to shipments where Shipper increases or decreases weights and/or piece counts; amends descriptions, packaging and is also applicable when cargo declaration is changed from hazardous classification to non-hazardous after the cargo is laden on board.

If Shipper or Shipper’s agent, fail to declare all hazardous materials/dangerous goods prior to being laden on board or make changes to the hazardous classification or add additional hazardous classified cargo after the cargo is laden and/or the vessel has sailed the port of load they will be subject to a penalty of $2,000.00 per shipment. In addition to the penalty, Shipper will be liable and responsible for all costs and consequences related to violations, fines, damages, incidents, claims and corrective measures. Shipper shall further indemnify Carrier of any liability, claim or costs of any kind incurred by Carrier as a result of Shipper's failure to comply with applicable governmental regulations or requirements concerning shipment of hazardous materials/dangerous goods.
